Uniforms are only present if the active "on-duty" personnel is being dispatched to the happening.
The rest of the forces are notified via phone and get ready in a haste wherever they are.
Many of them have a briefcase with bare-necessities gear packed into it and shoved into a car when they are off duty but "call-ready".
They will throw the gear over whatever they happen to wear that day, which will probably be jeans...

There is a special bag for SEK to pack all the necessary quick-access gear into it neatly
