Some days I think reversible sterilisation should be mandatory.
Just remove the reproductive abilities of all citizens after they've reached puberty.
Then if they want children, they have to apply for a permit to get to have their reproductive capabilities restored.
Personally I think the perfection of iron wombs and fully functional sex robots will force the issue, but it's going to be destructive and toxic to society
