Under the 1903 design, it seems either the unorganized militia are to integrate/reinforce National Guard units or be deemed sufficiently equipped/organized by their local Governor(however that happens) to match the NG's standard

However a turnaround argument would be that in light of federal regulations keeping the Reserve Militia from being able to arm themselves with military standard equipment, they should be entitled to access of the next best alternative. i.e. AR-15's and the like
