Soccer should actually be a sport where the difference between men and women should be relatively small if you think about it, considering how non aggressive it is.... Did they ever do something like that with basketball or football?

yes, but the strength and speed is a difference in all, and defenders need strength while attackers need a lot of speed, and then it's also just raw skill that is affected by both of those two things.
