Outside of outright genetic conditions, intelligence has an insane degree of variables that effect it, nevermind that intelligence is somewhat subjective.
A country with a high degree of agricultural resources will always have a higher base IQ than one with greater industrial resources for instance. look at north and south korea for instance.

Maybe the environment in more agriculturally suitable areas creates a climate where natural selection picks more intelligent people
Where are areas with this less so, like sub-Saharan Africa, physical capabilities are more important for reproductive success

What about cultural attitudes though? I think it would be interesting to compare the IQ of people that maintain a british identity with those from the same culture without.
