Because identity with the culture plays a far more important role.
Considering intelligence is linked to genetics, why would it be hard to believe that some other social and psychological traits might be the same way

Outside of outright genetic conditions, intelligence has an insane degree of variables that effect it, nevermind that intelligence is somewhat subjective.
A country with a high degree of agricultural resources will always have a higher base IQ than one with greater industrial resources for instance. look at north and south korea for instance.

Maybe the environment in more agriculturally suitable areas creates a climate where natural selection picks more intelligent people
Where are areas with this less so, like sub-Saharan Africa, physical capabilities are more important for reproductive success

Well there's a shit ton of factors. intelligence is complicated.

What about cultural attitudes though? I think it would be interesting to compare the IQ of people that maintain a british identity with those from the same culture without.

the author compares it to height, who also have a high heritability and it's also heavily influenced by environment
