thing is, after a disaster, people don't even usually know why a disaster happens
without regulations, people would probably lose trust in super marts before the invisible hand of the market decides to make things safer

Insurance providers could require that a building engineer inspect the premises and give the building a "rating" (like a health inspector) and display the rating in the front window
how would they find someone to do that
