There are so many flaws in the 'free city' idea. The Norway one is wrought with foreign investment. And none of them are actually autonomous, or have ever been. They keep pointing to Hong Kong. And up until recently it was an English territory. Given back to the Chinese and tbh they only hold onto their freedoms tentatively. They are more or less now like other 'capitalist' cities in China. The businesses are owned by 'figureheads' but the real power is still in the gov, as is required of any business operating in china. Ex. Apple.
So as Hong Kong is only free so long as it makes PRC Bureaucrats money.
