people never actually agree with the govt when they say they don't have enough money, it always comes across like an excuse or something - and higher taxes when they can't pay them wouldn't go over well, especially if they need to tax the poor higher too

You're forgetting about the low-skilled, low-income welfare recipients, which would no longer be on welfare because their wages are increased, and they are employed.

So now that section of welfare spending is now diverted to the elderly.

All of this assumes welfare is a good idea in the first place, which I don't believe is so.
