The fact that government *should* work a certain way doesn't mean that it will... and a lot of (even center-left) arguments are based upon, what I believe to be, a naive assumption that government is analogous to some non-profit organization.

The wall goes underground a few feet as well. And the whole "tunnel" arguement is meh. Tunnels are extreme high risk, and to be done quickly need quite a bit of labor. Since the program also inclused high tech surveillance and more officers its a mute point.

you have sensors that can detect ground movement from a mole, so I don't think a tunnel is going to stay hidden for long, and most drugs and people are moved on the ground anyway. a big component of the wall is to stop the people that is going back and forward like the pedo child smugglers

The tunnels el Chapo builds aren't a few feet deep, they're several metres deep. So deep that sensors cannot detect them and nobody knows how many there really are

Many of these tunnels have extremely sophisticated support structures, lighting and ventilation and count with tracks to carry goods fast and in bulk
