The fact that government *should* work a certain way doesn't mean that it will... and a lot of (even center-left) arguments are based upon, what I believe to be, a naive assumption that government is analogous to some non-profit organization.
I think we're finding out that, in fact, not only will government *not* work in the ways one would expect, it is in fact working to the exact opposite effect.
Juncker broke the rules to promote his underling... and there's no mechanism in place to remove him unless he volunteers to resign - that's how fucked up the EU Commission is.
