I dunno its got unilatteral agreement from the top 2 countries. They could just provisionally demand every countries current armies, the build up but essentially demilitarize the home countries

A battalion is 400 to 500 people generally. There are 28 member countries and not all of them are full members but lets say they all give thats still onlu what 14000 being generous
