If anything, the fact the state exists for nefarious people to use as a position of power, leads to more of that behavior
That's why you try to limit their power. Check ambitions against each other. You won't be able to do anything of the sort with the violent warlords an anarchy would produce in the first place. Its not pretty, its not perfect. But its real.
