That's why you try to limit their power. Check ambitions against each other. You won't be able to do anything of the sort with the violent warlords an anarchy would produce in the first place. Its not pretty, its not perfect. But its real.

99%? Dont pull numbers out your ass man. Government is all pervasive in almost everyone's life. Should it be less? We can talk. But removeing it entirely is not only unreasonably impossible but unlikely to help anyone.
