That's why you try to limit their power. Check ambitions against each other. You won't be able to do anything of the sort with the violent warlords an anarchy would produce in the first place. Its not pretty, its not perfect. But its real.

The business I work for is subject to government regulation. Pay government taxes. I follow government laws.
