Well that's why there's the bicameral requirement
If the House is reactionary, they can only pass legislation into law if the Senate accepts and doesn't make changes to it, plus the President has to accept it

If the Senate does make changes to the reactionary House's bill, then the House has to vote on if they accept the changes. If they don't, it's basically dead
So, excluding the formation of political parties, the system is designed to be moderating through the Checks and Balances system
