The House is intended to be the most responsive to the sways of the popular will, so they change out all reps(in theory) every 2 years
The Senate was to provide stability out of synch with the Presidency's 4 year terms, so they change out a third each 2 years for 6 year terms @Agamemnon's Death Mask

If the House is reactionary, they can only pass legislation into law if the Senate accepts and doesn't make changes to it, plus the President has to accept it
