It depends. There has been lots of research into it and and drawing on the drop is VERY EFFECTIVE
But... it depends on the mindset of the guy who already has his gun out though
If he is just holding it at you threatening, drawing is the best option, you will win
if he is swinging towards you with pure intent to kill... no, he will win
The key is intent. once your brain has made the decision to pull the trigger, you act MUCH faster
If you are just pointing the gun, or drawing it as a flex, you will lose every time because your brain hesitates
Drawing on the drop is always a bad idea Darth. In all real defence situations the guy who draws on the drop gets shot first. Usually whoever puts shots on target first wins the encounter.
Most probably the guy who holds you at gun point will not execute you after a random amount of time has passed. You will want to wait until you have the tactical advantage to draw.
On the flat range, I draw from appendix in under a second with clearing light garment. Now at least add 0.5-1.0 seconds on top of that in such a stressful situation. That is 1.5-2 seconds from draw to first shot. This will get you killed. And I spent hundreds of hours each month on the range. Your average dude will have no chance drawing on the drop.
