Ever since I was in high school, I've held that the possibility is that they planned to unskew the male:female demographics by giving Chinese boys a reason to take as much land from India (or other countries) as they can.... and such boys would naturally be looking to capture as many women alive and unharmed as they can.
The problem for China is, that trick can work for 1 generation, but after that, it can be a real problem if you don't execute it, or if the war doesn't go well.
Maybe Xi decided that a war of conquest and capture of women would be too risky?`
