right. china does this all the time. big crackdowns on xyz, or big promises for this or that in front of cameras, but then nothing ultimately
the did some green initiative in beijing (or another city perhaps), where they lined a main boulevard with new streetlights that had solar panels and wind turbines on top - ostensibly to power the lights.....
the solar panels were not wired to anything, and the wind turbines actually had motors on them that caused them to spin and rotate, giving the illusion that they were working. they were removed a couple years later
