Plenty of people gamble healthily. Plenty of people gamble successfully. People who get addicted because they don't want to face their issues, or are just extremely bad with money.
So, poor people gamble because they have high time preference, and think they can get rich in a night. They're victims of nobody but themselves.
You really can't stop addiction. Like I said, people get addicted to things as a form of escapism. They will find any outlet.

You'll never ban games with addictive elements. Addiction is relative. Plenty of people get addicted to games others wouldn't get addicted to. You can't possibly legislate that. They need to make the choice to help themselves.
