The proper way, imho, is the Orthodox model where Church and State are two separate heads of the body (the folk)
The church by its design cant defend itself from outside enemies, but it can defend its dogma, where the State gets its moral authority from the Church but takes care of the physical needs of the people
In an Enlightment seperated church & state world ,where they are only allowed to preach what the Gov allows threw tax exemption status. It just turns it into another state institution of poz loads
