Basically there was greater outcry after Ruby Ridge, so when Waco happened the feds got their ass handed to them by the Davidians because they were afraid to use heavy weapons which basically emboldened the militias to start fighting against the feds

Also Oklahoma City never happened so popular support for the militias never died out
