As far as I'm aware, he can make a requisition on it, but the Congress has to approve it
If congress doesn't pass a budget long enough. And the gov shutdown then the Treasury gets to allocate money to where its needed. If the shut down was long enough he could executive order it..

no they haven't passed a true budget but does pass spending that keeps it going
Those are what they call them continuing resolutions? I think thats what they are called
The budgetary garbage should really result in prison terms, as far as I'm concerned.
It's really not that hard to be in Congress, and to cock it up one of the few things that you are actually expected to do that hard seems really egregious to me.

It’s hilarious because technically the government has been in shutdown ever since Obama failed to propose/pass a budget, and yet the world ends when he gets asked to have a slash on the continuing resolutions

I love the fact that we've come to a future full of technology, but on some things, I wish we could go back to the old way. Federal spending, budgets, and taxes being on top of them
