Probably for some chemical or paint they have to put on the tower. Those suits don’t block any more radiation than regular clothes, they just make sure radioactive or toxic material doesn’t get on or in you

I've worked as a transmit operator on live RF test ranges with the transmit antennas right next to me. I've never worn a suit like that.

Also, HAZMAT suits are not the same thing as RADIATION suits, and radiation suits generally do their job by preventing radioactive particles from getting on or in a human body. They do not block EM, and they don't even block all radiation. They just prevent you from getting plutonium into a pore or a body cavity, which can make you radioactive for life.
