need to remove income taxes and shift entirely onto taxes on alcohol, tobacco, weed, and all other drugs. Regulate and tax the vices instead of paying for a drug war.

Turn the government from taxing legitimate production for the nation to taxing the things that harm the nation enough to profit from them.

I'll bet if you did this, you wouldn't need to slash the budget, and you'd actually collect more in taxes.
