Probably because that's less overall taxes.

The conversation of military compensation and how to fund it are two different things. This is a punitive form of taxation (a lot like the ACA tax) which could target both those able to serve as well as those willing and unable to serve. Its a bad precedent

You can charge all Americans equally for defense and improve compensation to those serving. But punishing those not serving is a different motive altogether
