I could have used the money to buy an RV (it needed work). I passed on that with the expectation that the park, once built, would be a place where I could could access workshops and thus start a business. The RV is sold now, so I'm screwed.

It's your right to be pissed, though it also says you have anger issues if you're angry over getting money back with interest. Especially when that interest is above market returns and anything else proposed had a higher risk associated with it.
