Im not clear how libetarian (as a party) believes in national defense but doesn't believe in secure borders. Secure borders is at its core a defense issue, sure some people may prioritise employment/economic concerns, but the central and what should be unifying principal should be defense

Libertarian is an umbrella term, so you're going to get shifts in dominant thought process. What you have to ask is whether they did that because they don't want the fed to have a standing army or because they don't want any army at all.

A few did *"generously"* (not sure what they meant by that) "allow" to have militry services contracted out to PMC's- Meaning no more VA. (Ya, so the VA is a rancid pile of shit, I uh, kinds get that...)
