A quick search tells me they're primarily shotguns loaded with rubber buckshot, which I previously did not know, to demonstrate how much knowledge I actually have here.
Seems like it might suffer from the same issues as something like pepper spray or a plain old bat: you're primarily relying on the idea that inflicting pain on your attacker will force compliance, which has an inconsistent success rate. Probably better than nothing, but Results May Vary.
You're also wielding a lethal instrument to use "less than lethal" ammo, so that could also create some strange legal scenarios.

Are LTL rounds available for anything that isn't a shotgun? Shotguns seem fairly safe from gun control due to your average Fudd needing them for hunting

If you're indecisive, you could probably buy an AR lower receiver, since that's the 1 part that's actually considered the "firearm" and then hold onto that until you decide to build the rest

It looks like there's a few LTL options for handgun rounds that tend to be low velocity (like .45 ACP) but shotgun rounds definitely have the most options readily available
