2 & 3: Fortunately the WTO has a well established procedure for when a Member decides to walk back something they previously promised to do (or in WTO terms ‘modify a concession’). This procedure is called GATT Article XXVIII. While theoretically capable of producing any result, the Article XXVIII process is actually fairly tame.
