I’ve always had problems gaining
For a lot of skinny guys, you’re not eating as much as you think you are
Meal prep and calorie counting works well, but you have to make it habitual
Get on a good beginner lifting program too
I did GZCLP, other guys like SL5x5 or a bunch of other shit
Consistency and performing the basic lifts well matters a lot more than the specific program for a beginner
A lot of guys that are into weightlifting shun cardio, but I’ve never noticed that I lose weight or gain slower when I do it
And it’s important if you want to be able to run or fight

I recently found out I have arthritis in my knees (started at 19, fml) so certain weight lifting exercises will be out until I get that under control, but that's good to know. I've never had a problem with cardio. I used to bike all the time, even did 3 full length MS150 rides (last one was what pushed my knees over the edge). I did karate for over a decade, and ran for several years. So I'm good there, the rest of my body has just never been able to make full use of its heart.
