The legislation against the pistol ammo happened long before big advancements in armor technology. Back in the day cops had soft armor only basically.

Am I reading this right? 3810 can stop 6 of the first 5 rounds and then 3 rounds each of the last two or thats how many rounds it takes for penetration for that specific round?

Pistols kill far more than any other weapon. Cops didn't used to have ready access to lightweight high level armor. AP handgun rounds could penetrate their soft panels. Banned. It's still an infringement, but the argument for officer safety is pretty strong.
