it would take someone within the management side who was aware of the characteristics of armor and the rounds that can defeat it

i dont know that a given police department would have such an individual. even if they were ex-mil they might not know whats on the street here. its not like they'd deal with armored up individuals every day

and a lot of talk in congress about drafting a bill to ban it
I think CT even passed a new law or something like that
plus they probably aren't going to spend a ton of money on a hypothetical threat they've never even faced. getting surplus shit from the feds makes more sense though

There's a lot of cross training and coordination between fed Le and SWAT, military and SWAT.
I don't think there are any swat teams that are just left to their own devices.
idk if they can even surplus AP ammo to the police, but shit, if they can give them an MRAP why not?

Most LE use some form of 77 grain OTM 5.56 in their patrol rifles.

nah they're fully aware
all of their swat officers have rifle plates that can more or less stop them
but the vests that they're worried AP pistol ammo can penetrate, can all be slotted by any rifle
its penny wise and pound foolish
But thats why hard plates on beat cops exist too 🤔

AP handgun rounds would probably easily be stopped by level 3 plates.

the real answer is because nobody actually shoots anyone with a rifle in this country
The legislation against the pistol ammo happened long before big advancements in armor technology. Back in the day cops had soft armor only basically.
It only makes sense if you see it as an incremental infringement
