With that inner conflict, the rebels didnt get the military support they were promised

and thus, the failure we all know

Those that do are either arrested and/or allowed to leave. I tend to think of Cuba like a pressure cooker when it comes to public dissent. There’s pressure all the time, but in order to prevent the thing from exploding, the government allows a little pressure (major or prominent critics and counter revolutionaries) to leave with permission. The majority of the pressure is still there but the critical level is released thus preventing an explosion.
