So I think the best way to describe my idea of what government should be and its place in society (and boy have I erased what I was writing a few times to try and say this right) is the institution makes sure Society functions. Society, meanwhile, I think is the systems Humanity creates to attempt to better human life, even if their real intent is hijacked. Therefore, a Government's place in my mind is one that protects the freedoms of others (reminder that Freedom ends just before your fist hits my nose and punching at me without hitting me is still a dick move) and provides the conditions for society to flourish.

Basically think of it this way: A person (usually at the least) has the right not to die

Proscriptive Morality says not killing that person is enough to be moral based on that piece of morality
Prescriptive Morality means that in order to be moral if you know something is gonna kill someone you need to do something about it

I agree kinda, but not for the reason you gave and I think there's something we should be doing before we just start killing people, namely that the psychologists should get to study the minds of the truly fucked up criminals (psychopaths, child rapists, etc)
