@Anarchist-Communist Hmm, now this is interesting, I read the whole document top to bottom, and all it mentions is VICTIMIZATION, NOT who is actually COMITTING the crime, not to mention that they were REPORTS to police, there was nothing mentioning whether or not they were legitimate or not.
