I don't personally know that. But the psychiatric professionals analyzing them do, and their judgment should be taken into account. Unfortunately not everyone is treatable and most people understand this, especially medical professionals.

Punitive>Rehabilitative justice in the cases of premeditated murder, Sexual Abuse of a child, and a mass murderer. Otherwise I can be sold to rehabilitative for more minor offences obviously.

Study them. Have a psychiatric professional analyze them. And if the results are less than satisfactory, don't waste time and resources on housing and feeding them while hoping that someday they'll wake up with a brain capable of being treated.
