Western states seem pretty good at defining what a criminal is though. Like murderers and rapists.

No but you need laws and ethics to run a country and to help civilians survive

Remove a country and you dont need ethics

And to run a country you need your civilians to survive

Lack of a country cant exist though. Someone is going to take over, imperialists or tyrants from within if given the circumstances.

Sure, but they cant win every time. Especially when its total freedom. Otherwise atleast one or two countries would be like that. Or a country would survive for longer than 5 years in the past.

I hate imperialists as much as the next person but they're not the only problems for societies like this.

If you give too much freedom there's bound to be someone who becomes a tyrants because he has the freedom to become one.

How would you have people emerge to power in full anarchy

People that are used to living freely will want to preserve it

Right now no one is thinking about it so nobody will want to revolt
