Repealing NAFTA is a good start and renegotiating trade to stabilize their economic situation, and legalizing drugs to destroy the cartels. It isn't a perfect solution, but it's better than pointless American military intervention

but American soldiers in Juarez did work
in calming the violence there
The big reason that you can't really have local governments handle this situation specifically is that it's easy for corruption and moles to take root

the reason that we were so effective in our raids was because the cartel had zero way to infiltrate American intelligence networks there

After American pacification efforts sort of took a hardline effort there those cities were unironically safer than American cities
like safer than Baltimore/Detroit
It went from being the worst place of the war in 2006-2007 to some of the safest places in the entire middle east
The problem is that when you have these cartel drug wars you have to fight them from a counter-insurgency standpoint
otherwise you will never get anywhere
And again it's impossible without outside intervention because the internal government itself is basically just besides itself in corruption
