I think I can offer some solutions
First off we have to completely repeal NAFTA and figure out comprehensive solutions to stabilize central and south America
Second, we have to reestablish a manufacturing and production economy to offset the workforce/job availability issue
Well that will involve direct American military intervention and while I PERSONALLY am ok with going down there
the public isn't
Look at the school of the americas
and expand the scope of that program
thousandfold
and you have the only possible way to make that work
Repealing NAFTA is a good start and renegotiating trade to stabilize their economic situation, and legalizing drugs to destroy the cartels. It isn't a perfect solution, but it's better than pointless American military intervention
You need that combined with a hardline military boots on the ground push
not just how we currently do it with advising
but as a straight up psuedo-occupation as we did in Germany/Japan/Korea
Well, if it's all legal, then they have no reason to cause so much violence. It forces them to put down their AKs and step off the streets and pick up ink pens and step into a boardroom

but American soldiers in Juarez did work
in calming the violence there
The big reason that you can't really have local governments handle this situation specifically is that it's easy for corruption and moles to take root

the reason that we were so effective in our raids was because the cartel had zero way to infiltrate American intelligence networks there

I think it's interesting to consider the example of something like Ramadi or Sadr City, Iraq in around 2009-2010
After American pacification efforts sort of took a hardline effort there those cities were unironically safer than American cities
like safer than Baltimore/Detroit
It went from being the worst place of the war in 2006-2007 to some of the safest places in the entire middle east
