Youtube is doing *that* again, having playback issues even if several minutes of content is already buffered. And it's not CPU/GPU being loaded by other applications.
As usual it's advertising YT compatible ISPs while "glitching" as if they aren't intentionally throttling it to sell their "YT compatibility".
