For the sake of further inhabitation of other worlds and moons, the ability to manipulate landscape and weather is important, so yes.

However it should not be without complete oversight

I agree with @gone ironically. While I love the idea of technological progress, I think there are some things we should leave alone for our own good. We almost destroyed the human race with nuclear bombs. Just imagine what we would do with weather machined

Terraforming I say yes weather change I say no

@Riley Are you serious? We live in the most peaceful times ever and there is no WW3 thanks to nuclear bombs, similar thing with other weapons. No one for example would just attack like that a country with nuclear heads and biochemical weapons. Also, there are more people than when the atom bomb was created and thanks to GMOs there is less famine in a world level... "we almost destroyed the human race with nuclear bombs"
