not because they were tech illiterate but because they did not have the resources to beat germany on their own
Probably not. The effect of lend lease was limited due to the fact that transportation of those supplies was relegated to train(and they had to actively build more tracks) as well as the fact that the Soviets didn't have many convienent ports that could then be used to move those supplies
