In almost all cases today, the military and police go extremely lightly to reduce bad PR

In a case of civil war they would not hold back

Tanks are awful for this sort of war due to their awful fuel consumption and they're not going to bomb their own citizens, unless they want even more revolts

in the case of a massive breakdown of society aka civil war, where infrastructure has also collapsed
