I agree with this
but Tanks are awfully suited for urban warfare
as well as Guerilla warfare
in the case of a massive breakdown of society aka civil war, where infrastructure has also collapsed
we're probably looking at infantry based warfare and skirmishes

in any case I think a popular revolt will win
even in the modern day
if i lived in Russia or China i would be more doubtful
but in the West i think the care for human rights and humanism in general is too strong

reform allowed for sentiment which had been boiling for decades to voice
the soviet economy in the late 80s was failing
so they were kulaks
my family lived in ukraine
and emigrated post war
they lost their land to collectivisation
and had to work on communal farming
one of them was even arrested and sent to a gulag for attending political meetings
i can respect russia in some regards
but its communist past did not help them
as much as the red nationalism makes it look desirable
the difference is they always had a degree of free market competition
the USSR had none at all
therefore it failed to grow as competitively
the right model of the bolsheviks was more favourable
the NEP could have allowed the USSR what it needed
but they went straight for collectivisation
