SS was better ideologically and structurally. Aesthetics were good too and they were a good fighting force. Quality of leadership they kinda sucked at the start as they were missing many officers.

SS definitely wins in aesthetics but Wehrmacht had much better military leadership because that was what they were trained as, rather than being an ideological force, though the average SS soldier was probably better due to superior morale and dedication to the cause. Ideologically I'd have to say Wehrmacht though just because I really don't trust Himmler, he was too esoteric.

Also Himmler was a pagan and wanted to revive paganism rather than maintain the Christian order. Another reason he could have never been trusted with a political office.
