Think DHL is just a real smooth running operation. Wikipedia says they're a subsidiary of the world's largest courier, Deutsche Post, so buncha infrastructure available, and it really comes down to infrastructure and logistics.

You can air mail phones. I don't recall the rules and limits offhand, but I think it was somewhere along the lines of bare cells and batteries can't be shipped, but something like a phone or flashlight where it has a non-removeable preinstalled battery have an exception and a size limit. I think. Don't rely on that though,
