Maybe the whole issue doesn't have anything to do with how much time has passed at all. I think it would depend on changes in governmental policies and who's in office at the time. If a country destroyed our property whether in times of war or not, will hypothetical country seek to do it again?

Which means that the changes induced by it are largely cosmetic in nature
