Setting aside folks just using the terms flippantly, both rely on certain social expectations. One is the notion that masculinity is, in large part, defined by success in achieving sex with women. An incel is someone below contempt, as a failure of a man. Boys not yet ready to get into sex aren't part of the category. They're not expected to get laid. Once they're of age to get laid, it becomes a status symbol that they have, and from there rated on how great a conquest she was.
And cuck plays into that same social context. A man is less of a man if his woman sleeps with some other dude.

@ubermensch I don't accept terms as defined by feminists. Incel is a term which predates the current crop of feminists, and it refers to a set of males as defined by other males.
