Only thing I saw happen was more regulations and less funding. Which ≠ privatisation
Rather than being honest about spending, Blair contrived a private funding agreement for new hospitals that meant a £20m hospital ended up costing often over £200m
Same was used with new schools they built in that era
And opening up the borders to mass immigration
SO pissing all the money away, hugely increasing the demand, then wondering why the NHS can't cope

However balance around the centre is usually very stable
